To get a licensed copy of Windows 11 Enterprise, install Windows 11 Pro from Microsoft's official media. Then open Settings > System > Activation > Change product key and enter a Windows 11 Enterprise product key. Windows upgrades the edition to Enterprise without a reinstall and activates it online. Microsoft's free Enterprise ISO from its Evaluation Center is a 90-day trial and cannot be turned into a licensed copy with a key.
This guide walks you through every step: system requirements, downloading the right installation media, installing Windows 11, and activating Windows 11 Enterprise. It is written for IT admins and business users setting up one PC or a few.
Disclosure: Msckey sells Microsoft licences, including Windows 11 Enterprise keys.
What is Windows 11 Enterprise?
Windows 11 Enterprise is the edition of Windows 11 built for organisations. It includes everything in Windows 11 Pro plus advanced security and management features for IT teams. It is the right choice when a business needs centralised control of many devices and stronger protection for company data. For a feature-by-feature breakdown, see our Windows 11 Pro vs Enterprise comparison.
Windows 11 Enterprise System Requirements
Your PC must meet Microsoft's minimum Windows 11 requirements:
| Component | Minimum requirement |

| RAM | 4 GB or more |
| Storage | 64 GB or larger |

What You Need Before You Start
- AUSB flash drive of 8 GB or more to create the installation media. Everything on it will be erased.
- A stable internet connection for the download and for online activation.
- A backup of your files. A clean install erases the drive you install to.
- Your Windows 11 Enterprise product key, which you'll need for the activation step.
- An account to sign in with. A Microsoft account or a work or school account is used during setup.
Which Download Method Should You Use?
| Download | Who it's for | Can you activate it with a key? |
| Windows 11 download page (Media Creation Tool or ISO) | Anyone. Installs Windows 11 Home or Pro. | Yes. Install Pro, then enter your Enterprise key to upgrade. |
| Windows 11 Enterprise evaluation | IT professionals testing Enterprise for 90 days | No. The trial can't be converted. You must reinstall. |
| Volume Licensing / Microsoft 365 admin center media | Organisations with a Microsoft volume licensing agreement | Yes, with their volume licence key. |
Important: Microsoft offers a 90-day evaluation of Windows 11 Enterprise. When the trial expires, the desktop background turns black, a persistent notice says the copy is not genuine, and the PC shuts down every hour. If you plan to use Enterprise permanently, don't install the evaluation. Use the official Windows 11 media below.
Step 1: Download Windows 11 and create a bootable USB
- Go to Microsoft's official Download Windows 11 page.
- Under Create Windows 11 Installation Media, select Download Now and run the Media Creation Tool.
- Accept the licence terms and choose your language and edition.
- Select USB flash drive, pick your drive and wait while the tool downloads Windows 11 and makes the USB bootable. This can take 30 minutes or more, depending on your connection.
Prefer an ISO file? Download the multi-edition ISO from the same page and use it to create the USB, or to install in a virtual machine.
Step 2: Install Windows 11
- Plug the USB drive into the PC and restart. Open the boot menu (usually F12, F11, Esc or F8, depending on the PC maker) and choose the USB drive.
- When Windows Setup opens, choose your language, time and currency format, and keyboard, then click Next.
- Click Install now to start the installation.
- When asked for a product key, select I don't have a product key. You'll enter your Enterprise key after setup.
- Choose Windows 11 Pro as the edition to install, then click Next.
- Tick I accept the Microsoft Software License Terms and click Next.
- Select Custom: Install Windows only (advanced). Choose the drive to install to, delete or format the old partitions if you want a clean install, then click Next.
- Windows copies files and installs features. The PC restarts several times. Leave the USB drive plugged in and don't turn the PC off.
- After the installation, Windows prepares for first use. Select your region and keyboard layout.
- Sign in with your Microsoft account, or with your work or school account, and set your privacy and security preferences.
- Once setup finishes, the Windows 11 desktop appears.
Step 3: Activate Windows 11 Enterprise with your product key
Entering an Enterprise key on Windows 11 Pro upgrades the edition to Enterprise and activates it. Microsoft documents this in its guide to Windows edition upgrades. Your apps and files stay as they are.
- Press the Windows key and open Settings > System > Activation.
- Next to Change product key, select Change.
- Enter your 25-character Windows 11 Enterprise product key and select Next, then Activate.
- Windows applies the Enterprise edition, which may need a restart, and activates online.
- Check that it worked: Settings > System > Activation should show Edition: Windows 11 Enterprise and Activation state: Active.
If activation fails, check your internet connection and that you typed the key correctly. If you see error 0xC004F050, see our fix for Windows activation error 0xC004F050. For any other problem, email support@msckey.com. Keys bought from Msckey come with a 30-day replacement warranty.
